Portal rebuilt on Astro, live status page, and in-site docs

The portal front end migrated to Astro (static), with build output hosted by the .NET shell and ports and the release pipeline unchanged.
/status was upgraded to a live status page that probes the three services (IDP / admin console / account center) server-side, with 30-second caching and auto-refresh.
/docs/ in-site integration docs returned: quick start, client forms, self-hosting, security policy, and endpoint reference; previously /docs was a 301 off-site link (ADR-031).
The IDP /healthz now includes a database connectivity check, so health no longer shows a false green on storage-layer failures.
